Inheriting President Kim Il Sung's idea of the Juche-oriented literature and arts, Kim Jong Il authored "On Establishing the Party's Monolithic Ideological System in the Field of Art and Literature", "On the Effective Embodiment of the Party's Monolithic Ideology in Literary and Artistic Works" and other works, clarifying the revolutionary nature and mission of the Korean literature and arts and indicating tasks and ways for developing them into a powerful weapon for the party ideological work.

He set forth a policy of bringing about a radical turn in the literature and arts in the course of adapting the immortal classics personally created by the President during the anti-Japanese revolutionary struggle for various forms of literary and art works and clarified issues arising in its implementation.

A particular mention should be made of the fact that his work "Theory of Cinematic Art" made public on April 11, Juche 62 (1973) is an encyclopedia of literature and arts in the era of independence as it clarified and systemized the theoretical and practical issues arising in building the Juche-oriented literature and arts from a fresh and integral angle.

He laid down an original policy of making a revolution in opera art in his works such as "On the Art of Opera" and wisely led the drive to create new forms of revolutionary and popular operas.

He clarified in detail the principles to be consistently held fast to in creating the socialist literature and arts and the ways to do so in his works "Theory of Dancing Art", "Theory of Musical Art" and so on.

He authored many other works during the period of the Arduous March, the forced march in the 1990s, making sure that the People's Army created a model of Songun culture and the whole society followed it and thus ushered in a new heyday of literature and arts in the Songun era.
