Present there were personages of various circles in the prefecture and officials of the Niigata Prefectural Headquarters of the General Association of Korean Residents in Japan.

Speakers referred to the significance of the formation of the council and its action orientation.

A congratulatory message sent by the Korean Society for Cultural Relations with Foreign Countries was read out. Then followed a lecture.

Fumitoshi Yoshizawa and Kunihiko Kawamura were elected representative members and Zunya Arita secretary general.

The ceremony adopted an appeal calling upon people of all social standings of Japan to turn out in the movement to expand exchange with the DPRK.
