People should not remain silent any longer, bearing all pains to be entailed by this, it held.

It demanded a thoroughgoing probe into the truth about the disaster including the whole story of the disaster and its cause through the formation of a fact-finding organization with the bereaved families involved, separated from the "government".

It stressed the need to strictly call to account those responsible for the disaster and issue a report containing the whole course of investigation so that all people may see it.
