Present there were Pak Thae Song, chief secretary of the South Phyongan Provincial Committee of the Workers' Party of Korea, Kang Hyong Bong, chairman of the South Phyongan Provincial People's Committee, officials concerned, sports persons and citizens of Phyongsong including youth and students.

Kim Yong Hun, minister of Physical Culture and Sports, made an opening address.

At the end of the ceremony there took place women's football matches between South Phyongan Province and North Hwanghae Province and between Kangwon Province and Jagang Province.

In the period of the contest the players will compete in over 10 events including football, basketball, volleyball, table-tennis, track and field, judo and weightlifting in Sariwon of North Hwanghae Province, Wonsan of Kangwon Province, etc.
