The editorial said that Park Geun Hye has not made any apology for her wrong designation of Mun Chang Guk as a candidate for "prime minister" though Mun resigned himself.

In less than 18 months three candidates for "prime minister" resigned, the editorial said, adding:

The final responsibility for the failed personnel affairs rests with the "president" who has the right to handle personnel affairs. Such setbacks cannot but repeat themselves unless Park changes her viewpoint.
