It was one day in May Juche 40 (1951) that he called a commanding officer of the Korean People's Army to the Supreme Command to discuss measures for health of the soldiers in the front.

Noting that some of the servicepersons in the frontline areas were attacked with night-blindness, he blamed the commanding officer for not having shown deep care for their living conditions and health.

Anyone who does not care for soldiers' living and health, except battles, is disqualified for an officer, he said. And he proposed to set up the frontline rest homes for soldiers after taking steps to improve their health.

After all, rest homes for servicepersons came into being in the frontline areas during the war.
