The anti-DPRK leaflets scattering operation is the most vicious psychological warfare against it, a grave breach of the inter-Korean agreement and a dangerous move for a war.

We would like to re-clarify that the inter-Korean relations can never be improved unless an end is put to the leaflets scattering operations.

The south Korean authorities should stop making poor excuses and discontinue the anti-DPRK "balloon operations" which foster the mistrust and confrontation between the north and the south.

It is not excuses but practical actions that will prove one's sincere efforts for mending the inter-Korean relations.
