A spokesman for the Committee for the Peaceful Reunification of Korea in a statement on September 22 condemned this leaflet-scattering operation as a blatant challenge to the patient efforts of the DPRK for the improvement of the relations with the south and the resumption of the dialogue and an unpardonable mockery and insult to all the Koreans and the public at home and abroad desirous of the national reconciliation and unity and the peace on the Korean peninsula and its reunification.

It continued:

It is the south Korean puppet regime which is chiefly to blame for the leaflet-scattering operation.

Such operation was conducted in the place near Inchon where the 17th Asian Games are now under way in which the DPRK's players' group is also taking part.

This fact clearly proves that the south Korean puppet clique is hordes of hooligans without equals as it is chilling the atmosphere of reconciliation and reunification prevailing in the games in pursuance of confrontation with the north, being utterly indifferent to the international games and the sincerity of the fellow countrymen participating in the games.

If the puppet regime persistently patronizes the leaflet scattering operation of the human scum by covering it up with such veils as "nature of the social system" and "freedom of non-governmental organization" and the like, the inter-Korean relations will never improve but it will only bring a catastrophe.

Scattering leaflets against the other party is publicly recognized as an act of war by international law.

Those who masterminded the operation for scattering leaflets slandering the dignity of the supreme leadership of the DPRK and others involved in it will never go scot-free and the DPRK will take a resolute retaliatory measure any time to force them to pay dearly for it.

Our measure for mercilessly punishing them will be taken on behalf of all Koreans any moment, anywhere and by any means and method.

The south Korean puppet regime should bear in mind that it can no longer pay lip service to such words as "dialogue" and "confidence."
