The paper said:

President Kim Il Sung advanced the proposal for founding the DFRK on October 10, 1980.

The proposal calls for founding a Federal Republic through the establishment of a unified national government on the condition that the north and the south recognize and tolerate each other's ideas and social systems, a government in which the two sides are represented on an equal footing and under which they exercise regional autonomy with equal rights and duties.

The top leaders of the north and the south of Korea in the joint declaration published in Pyongyang on June 15, 2000 recognized that there is commonness in the north-proposed low-level federation and the south-proposed confederation and agreed to work for reunification in this direction.

The DPRK government has made strenuous efforts to improve the inter-Korean relations and reunify the country under the energetic guidance of supreme leader Kim Jong Un.

If the international community wants peace, security and reunification of the Korean Peninsula, it should properly understand this reality and support the DPRK's proposal for reunification through federal formula.
