The statement said:

President Kim Il Sung advanced the most practical proposal of founding the DFRK at the Sixth Congress of the Workers' Party of Korea on Oct. 10, 1980.

The proposal calls for founding a federal state based on one nation and one state, two social systems and two governments, an original line for reunification and the most practical and just proposal.

Korea's reunification is the cherished desire of all Koreans.

The U.S. imperialists are the very one who caused the Korean division and the aggressors who inflicted misfortune and sufferings on the Koreans.

The DPRK government has made sincere efforts to carry out the proposal and, particularly, brought about a great epochal turn in the reunification movement by providing the June 15 North-South Joint Declaration and the October 4 declaration.

The proposal to which the idea of independence is applied is the most practical and reasonable one as it clarifies that one party can not force its intention on the other party and that the national reunification should be achieved by the concerted efforts of the Korean nation.
