The bulletin in an article titled "The proposal for founding the Democratic Federal Republic of Koryo, the most sensible proposal for reunification" said President Kim Il Sung put forward the proposal at the Sixth Congress of the Workers' Party of Korea in October of 1980 and went into details with the content of the proposal.

The bulletin went on:

The proposal reflecting the specific situation of Korea opened a new phase for national reunification even under the circumstances where there existed the difference in the ideology, ism and social system and brought about a new stage of building a reunified country.

Concerning the differing ideologies and social systems in the north and the south, the reunification by federal formula is the most sensible proposal as it guarantees the peaceful and fair reunification as desired and required by the nation and in its interests.

The international community should have a clear understanding that the present north-south confrontation represents the confrontation of the reunification mode and the anachronistic "unification by absorption" claimed by the south Korean authorities will bring the war. It should support the reunification of Korea by federal formula.
