Minju Joson Saturday in a commentary says the leaflet scattering operation is recognized as a war action in the light of international law.

The commentary goes on:

If the leaflet scattering operation is conducted, it is bound to be followed by a combat to foil it. The repetition of such actions is bound to lead to an all-out war. The scattering of a piece of conspiratorial leaflet may spark off an all-out war.

That is why the DPRK admonished the south Korean authorities enough to be aware of the consequences to be entailed by the leaflet scattering operation and took a physical action to help the human scum come to their senses. It is quite natural to take a strong military counter-action against the above-said operation.

The south Korean authorities, however, are conniving at and shielding their operation, claiming that "there was no legal ground to halt it" and "it was a voluntary action" and "freedom of expression."

This only brings to light the black-hearted intention of the south Korean authorities.

What should not be overlooked is the fact that the south Korean authorities behave as if they had nothing to do with the anti-DPRK leaflet scattering operation by human scum.

The DPRK will judge the prospect for the north-south relations from the south Korean authorities' stand on the leaflet scattering operation slated for today.
