According to Dr. Kim Tok Su, room chief of the Electrical Engineering Faculty of the university, it is a large-scale dispersive computer control system (DCCS) which helps stabilize the electric power system and make effective use of electricity.

The system, with more than one hundred kinds of functions, monitors and controls the electricity consumption in real time.

Some devices for the system, including load power controller and converter, were localized to suit the specific conditions of the country.
