The work, published on Nov. 19, Juche 73 (1984), is a library of the idea and theory on land construction as it made a perfect clarification of the theoretical and practical issues in the socialist land management on the basis of the immortal Juche idea.

The work comprehensively deals with the essence of the land management in the socialist society, necessity to improve and strengthen it and issues of making overall survey and researches into land and natural resources, carrying out land construction under a plan and doing well the land management, tree planting, road construction and river improvement and protection.

Kim Jong Il provided an immortal great programme for building socialist land and wisely led the work to implement it.

He established a well-regulated work system for land management, examined model boards for land construction plans and designs and convened the national meeting of officials in the road sector in May, Juche 75 (1986), the national meeting of activists in the forestry sector in December, Juche 76 (1987) and other meetings, thus making sure that they marked epochal occasions in widely generalizing the achievements and experience gained in this sector and steadily developing them.

He visited Kangwon Province in May, Juche 87 (1998) and kindled the torch for land alignment. In July of the same year he let the National Defence Commission of the DPRK issue its order on aligning land in Kangwon Province with the whole country involved, seeing to it that the drive for large-scale land alignment raged high.

He opened a new chapter in the history of irrigation while steering the large-scale land alignment.

He indicated the orientation and ways of converting the irrigation system in the western part into gravity-fed water supply system and aroused the whole party and army and all people to the drive for the building of a large-scale waterway.

He paid deep attention to creating, protecting and managing the forests in Korea with lots of mountains.

Recollecting with deep emotion the efforts made by President Kim Il Sung to create forest resources, he set forth the tasks to turn all mountains into thick woodland through a tree-planting campaign in October and November, Juche 84 (1995).

He also ushered in a new heyday in road construction, the face of the country and one of the important criteria showing the level of the economic development and civilization.

In November, Juche 83 (1994) he issued an order of the supreme commander of the Korean People's Army to build Chongryu Bridge (second stage) and Kumrung Tunnel 2 in Pyongyang.

The great changes that have taken place in the land management over the past three decades are the brilliant fruition of patriotic devotion Kim Jong Il made by unrolling a far-reaching plan and original policy on all fields of this sector and energetically leading the work to implement them.
