Noting that 24 years have passed since the declaration of its formation promising the Koreans to fulfill its historic mission as an organization for solidarity among Koreans in the north and the south and overseas, the appeal went on:

The anti-reunification forces in south Korea are, however, resorting to all sorts of plots and suppression of the South Headquarters of Pomminryon at this hour, too.

The south Korean sycophantic and traitorous regime is suppressing political parties, organizations and citizens demanding the implementation of the June 15 joint declaration and the October 4 declaration after indiscriminately branding them as "forces following the north" and imposing prison terms upon the leading members of the South Headquarters of Pomminryon on charges of violation of the mediaeval anti-human rights "Security Law."

The appeal called upon all Koreans in the north, south and overseas and all the organizations under Pomminryon to extend full support to the struggle of the South Headquarters of Pomminryon.
