Tani Baler Lopera, international secretary of the Communist Party of Peru "Red Motherland", was elected chairman of the preparatory committee.

The committee decided to arrange colorful political and cultural events such as national meeting and seminar for praising the sacred revolutionary career and immortal exploits of Kim Jong Il on the occasion of the Day of the Shining Star (his birth anniversary).
