The message said:

I extend the warm congratulations and friendly greetings of the party, state and people of Vietnam to you and, through you, to the Workers' Party of Korea and all the Korean people on the occasion of the 65th anniversary (January 31, 1950-January 31, 2015) of the establishment of the diplomatic ties between Vietnam and the DPRK.

I am pleased that the traditional friendly and cooperative relations between the Communist Party of Vietnam and the Workers' Party of Korea and between the Socialist Republic of Vietnam and the Democratic People's Republic of Korea provided and cultivated by President Ho Chi Minh, respected leader of the Vietnamese people, and President Kim Il Sung, the great leader of the Korean people, have steadily grown strong over the past 65 years.

I believe that the relations between the two parties and two countries will develop dynamically, effectively and in depth in the interests of the peoples of the two countries and peace, stability, cooperation and development of the region and the rest of the world by joint efforts of both sides, carrying forward the shining successes achieved over the past 65 years.

I wish the Korean people bigger successes in the drive for the cause of socialist construction and peaceful reunification of the country by successfully implementing the behests of President Kim Il Sung and Comrade General Secretary Kim Jong Il under the leadership of the Workers' Party of Korea headed by you.
