The message said:

I extend warm congratulations and greetings to you, and through you, to the C.C., the Communist Party of Vietnam and all the members of the party on the occasion of the 85th founding anniversary of the party.

Since its founding the Communist Party of Vietnam has opposed foreign forces' aggression and interference and led the struggle of the Vietnamese people for the cause of national liberation, the anti-U.S. resistance for national salvation, the reunification of the country and socialist construction.

We are rejoiced over the great successes made by the Vietnamese people in their struggle to build prosperous socialist Vietnam true to the intention of President Ho Chi Minh under the leadership of the Communist Party of Vietnam.

Availing myself of this opportunity, I express belief that the traditional relations of friendship and cooperation between our two parties and two peoples provided and cultivated by the preceding leaders of the two countries will grow stronger on the road of victory of the socialist cause, wholeheartedly wishing you good health and your party greater successes in its activities for implementing the decision of the 11th Party Congress.
