Pak Il Man was born when Korea was wrapped in the grief of statelessness, and in Japan after the liberation of Korea he devotedly worked for the development of the General Association of Korean Residents in Japan true to President Kim Il Sung's idea on Juche-based overseas Koreans' movement.

After coming over to the socialist homeland, he became an official of the Pyongyang City Committee of the GFTUK and then the Central Committee of the GFTUK under the care of the peerlessly great persons. He was honored to receive a watch bearing the august name of Kim Il Sung and high official commendation.
