Kim Jong Il was elected chairman of the NDC of the DPRK on April 9, Juche 82 (1993) in reflection of the unanimous desire of the army and people of the DPRK.

Present there were Kim Yong Nam, Hwang Pyong So, Choe Ryong Hae and other senior party, state and army officials, the chairperson of a friendly party, chief secretaries of the provincial committees of the Workers' Party of Korea, participants in the Third Session of the 13th Supreme People's Assembly, officials of party and armed forces organs, ministries and national institutions, officials of industrial establishments and labor innovators in Pyongyang.

Vice Marshal of the Korean People's Army Hwang Pyong So, member of the Presidium of the Political Bureau of the C.C., the Workers' Party of Korea and director of the General Political Bureau of the KPA, made a report at the meeting.

He said:

Kim Jong Il's election as chairman of the NDC of the DPRK was an epochal event which opened up a new stage of development in achieving the prosperity of the country and accomplishing the revolutionary cause of Juche and the revolutionary cause of Songun.

In the 1990s the DPRK faced stern hardships as the Cold War between the West and the East was compressed into the DPRK-U.S. stand-off and the imperialist allied forces of the world and all hues of reactionaries made desperate efforts to stifle the DPRK, the fortress of socialism.

At a time when the world was concerned about the fate of the DPRK, Kim Jong Il was elected chairman of the NDC of the DPRK. He, shouldering upon himself the heavy burden of the revolution and construction, led socialist Korea to victory.

He clarified that the socialist politics should become the Songun politics that attach importance and give priority to the military affairs, and formulated the Songun politics as a basic political mode under socialism for the first time in history.

He made sure that the socialist constitution embodying the Songun revolutionary idea was adopted, Korean-style state machinery with the NDC as its pivot was established and all the state work was conducted on the principle of giving priority to the military affairs.

He led the DPRK government to thoroughly embody the Juche character and the national character in the state building and activities and firmly preserve independence in external relations.

He put forward the military affairs as the most important state affairs, steadily strengthened the country's military capabilities and put the DPRK on the position of the world-level military power.

He made it possible for the DPRK to lay firm material and technical foundation for making a leap forward to a socialist economic power.

The reporter noted that the feats Kim Jong Il performed by leading the DPRK constitute the encyclopedia of the state building in the era of independence, stressing the bright future of Korea and the eternal prosperity of the nation are guaranteed when those precious feats are defended and glorified forever.

Kim Jong Il's idea and cause of state building in the era of Songun are being successfully carried forward by Marshal Kim Jong Un, the reporter noted.

The reporter called upon all the service personnel and people to uphold the banner of great Kimilsungism-Kimjongilism, steadily strengthen the country's overall national power and accelerate the final victory of building a thriving socialist nation.
