The editorial says:

The young people of the DPRK have gone through thick and thin in hearty response to the call of the party to flatten even mountains, empty seas and conquer space. Now is the time for them to powerfully demonstrate their courage, unity and fighting capability before the world.

The construction of the above-said power station means a drive for successfully carrying out the honorable task leader Kim Jong Il entrusted to the young people as his last instruction.

He propounded the idea of attaching importance to the youth that there is nothing to fear in the world if the young people, reliable successors to the revolution and the most viable unit in the society, turn out in a drive. Reposing deep trust in them, he entrusted the whole project to the youth league.

And he made sure that the power station to be built was named the "Paektusan Songun Youth Power Station" and the shock brigade undertaking its project went by the name of "Paektusan Youth Shock Brigade". Busy as he was with the Songun revolutionary leadership, he settled all problems related to the construction and let a special plane fly to transport padded clothes for the shock brigade members.

The power station is, indeed, a legacy left by him, a structure associated with his loving care and an eternal treasure of the country.

The young people have assumed a sacred duty the successful performance of which would prove their loyal determination to implement the last instruction of Kim Jong Il to wind up the construction of the power station which adjoins his birthplace in the Paektusan Secret Camp.

Deeply aware of being descendants of Kim Jong Il, the great sun, they should build a structure of eternal value in the area of Mt. Paektu and thus make a present to the 70th anniversary of the Workers' Party of Korea reflecting their loyalty.
