Underscoring the need to decisively settle water shortage in order to overcome a long spell of drought, he called on the co-op farms to draw water to auxiliary small reservoirs including water hole, well, tube-well and underground reservoir and widely apply scientific farming methods including a water-saving style farming method.

He took measures to supply sufficient electricity for pumping water.
