He said that Kim Jong Il developed the WPK into the party of President Kim Il Sung, its founder. He went on:

Kim Jong Il set the Juche idea, Kim Il Sung's revolutionary idea, as the guiding idea of the WPK and proclaimed it as the supreme programme of the party to model the whole society on the Juche idea.

He built it into the mother party that takes care of the people in a responsible manner and serves them faithfully.

He strengthened the WPK as a powerful political force guiding the revolutionary cause of Songun to victory.

He firmly established the party's leadership over the People's Army.

He brought about epoch-making changes and miracles in accomplishing the cause of the WPK and the cause of building a thriving socialist nation by training the service personnel and people of the DPRK to be strong in mental power.

The exploits he performed in the party-building will shine forever along with the victorious advance of socialist Korea.
