The bill reportedly refers to the fact that a nuclear race is festering in South Asia, centering on India and Pakistan, a similar race is under way between Iran and Israel and this is likely to lead to a sustainable nuclear proliferation throughout the Mideast.

Rodong Sinmun Saturday in an article observes in this regard:

The U.S. is wholly to blame for the hot nuclear race in different parts of the world.

It is the arch criminal who used nuclear technology originally meant to contribute to the promotion of people's well-being for manufacturing WMDs and imposed the nuclear disaster upon humankind for the first time in human history.

It spread the technology of nuclear weapons in violation of the spirit of the NPT.

The constant threat and blackmail posed by the U.S. to the non-nuclear countries with nukes in a bid to realize its ambition for hegemony were factors that sparked the nuclear-proliferation and nuclear race.

NPT bans the nuclear powers from threatening the non-nuclear countries with nukes. However, the U.S. arrogantly behaved as if it was free from NPT and only other countries were bound to it.

The DPRK was compelled to have access to nuclear weapons for self-defence.

As regards the nuclear rivalry, the world expresses deep concern about the U.S. which has irresponsibly acted as a nuclear super-power.

The U.S., cesspool of evils, will be held wholly responsible for the nuclear race.
