The bulletin carried the main contents of the declaration.

It said in an article:

Supreme leader of the DPRK Kim Jong Il signed the declaration together with the then south Korean President Kim Dae Jung.

The period in the wake of the adoption of the declaration witnessed an unprecedented era of reconciliation and cooperation in the north-south relations. There took place reunions of divided families and relatives from the north and the south, severed railways and roads were relinked and north-south joint cultural events were held.

Another event of weighty importance in the north-south ties was that Kim Jong Il, together with the then south Korean President Roh Moo Hyun inked the "Declaration for Development of North-South Relations and Peace and Prosperity" on October 4, 2007.

The process of north-south reconciliation and cooperation was derailed due to the obstructions of the U.S. since Lee Myung Bak took power in south Korea.

Lee worked desperately to realize the wild ambition for "unification through absorption," totally denying the joint declarations and inciting confrontation with the north.

Such moves are going on under the present regime of south Korea.
