The October 4 declaration reiterated the fundamental spirit of the June 15 joint declaration, solemnly declaring once again internally and externally the principle of independence as a fundamental one for national reunification.

The north and the south should independently solve the issue of national reunification by the concerted efforts of the Koreans while rejecting outsiders' interference as indicated by the June 15 joint declaration and the October 4 declaration.

The U.S. is not pleased to see the north and the south independently solve the issue by their concerted efforts and it is further intensifying its interference in the issue of the inter-Korean relations to stand in the way of achieving national reconciliation, unity and reunification.

The inter-Korean relations fall victim to the outsiders' hostile policy towards the DPRK due to the south Korean conservative ruling quarters' acts of persistently pursuing flunkeyism and dependence on outside forces opposed to national independence and cooperation between compatriots.

The DPRK remains unchanged in its stand to save the inter-Korean relations from catastrophe and open up a turning phase for national reconciliation, unity and independent reunification by the concerted efforts of the Koreans.
