The tournament brought together ace players of the National Taekwon-Do Team and other Taekwon-Do teams, Korea University of Physical Education and Central Physical Training College. Its participants will compete in Taekwon-Do and Paduk (go) matches.

Present at the opening ceremony were Pak Thae Dok, chief secretary of the North Hwanghae Provincial Committee of the Workers' Party of Korea, Im Hun, chairman of the North Hwanghae Provincial People's Committee, officials concerned, sportspersons, youth and students.

Kim Kyong Ho, chairman of the Korean Taekwon-Do Committee, made an opening address.

At the end of the opening ceremony there took place demonstrations by players of various provincial Taekwon-do teams.
