Kong Sam Ol, deputy prime minister in charge of the Royal Palace, was elected chairman of the preparatory committee at the instructions of King Norodom Sihamoni.

The committee set the period for celebrating the liberation of Korea from August 1 to August 20 and the period for celebrating the founding of the WPK from October 1 to October 20 and decided to give wide publicity to the immortal exploits and the revolutionary careers of President Kim Il Sung and leader Kim Jong Il, the feats performed by them in developing the friendly and cooperative relations between the two countries and organize colorful political and cultural events.
