They included a delegation of the Federation of Koreans in the U.S. headed by Chairman Yun Gil Sang, a delegation of the U.S. Regional Committee of the Overseas Side Committee for Implementing the June 15 Joint Declaration led by Representative-Chairman Sin Phil Yong, a delegation of the Federation of Koreans in Australia headed by Vice-Chairman Mun Chang Su, a delegation of aged officials of the General Association of Koreans in China led by Nam Cho Wol, chairperson of its Mudanjiang Regional Association, and Jo Pong Rae, chairman of the Council of Koreans in New Zealand.
