Present there on invitation were Yang Hyong Sop, vice-president of the Presidium of the Supreme People's Assembly, Ri Ryong Nam, minister of External Economic Relations, Pak Chun Nam, minister of Culture, Ri Yong Chol, vice department director of the Central Committee of the Workers' Party of Korea, No Kwang Chol, first vice-minister of the People's Armed Forces, Kung Sok Ung, vice-minister of Foreign Affairs, Sim Kuk Ryong, director of the General Bureau for Affairs with Diplomatic Corps, and officials concerned.

Present there were a delegation of the Russian Federation Council led by Vice-Chairman Yevgeni Bushmin, a delegation of the Ministry of Defense of the Russian Federation led by Aleksandr Lapin, first vice commander and chief of staff of the Eastern Military District of the Armed Forces of the Russian Federation, and staff members of the Russian embassy.

Alexandr Minaev in a speech expressed thanks to the government and people of the DPRK for preserving well the cemeteries and monuments to the fallen Soviet soldiers, always remembering the feats performed by soldiers of the Red Army in the bloody battles against the Japanese imperialist aggression army.

He referred to the high-level visits between the two countries and cooperation in different fields this year.

Yang Hyong Sop said that August 15 seven decades ago was a significant day when President Kim Il Sung defeated the Japanese imperialists in the protracted and rigorous anti-Japanese war and brought a historic event heralding the birth of new Korea.

On the day of Korea's liberation the Korean people pay respects to the noble internationalist spirit of the fallen Soviet soldiers who laid down their lives in the final sacred war to prevail over the Japanese imperialists.

A reception was given at the Russian consulate general in Chongjin on the same day.
