The statement said:

The Korean people have advanced positive and innovative proposals for national reunification and made strenuous efforts to implement them for 70 years since the country's liberation.

But global peace and security were imperiled and north-south dialogue was spoiled due to the moves of the U.S. and the south Korean regime to perpetuate the national division.

The south Korean regime should stop all hostile joint military drills with the U.S. in order to mend its relations with the north.

When hostile military actions completely cease to create an atmosphere of reconciliation and unity, all inter-Korean issues would be settled at will of all Koreans.

The south Korean regime should positively respond to the stand of the service personnel and people of the DPRK to pave an avenue of improving the north-south relations by the concerted efforts of all Koreans.
