Regarding the problem of power as the main in the revolution, Kim Il Sung set up a new type of people's government during the anti-Japanese armed struggle.

It was in the first half of the 1930's that the factionalist flunkeyists dogmatically introduced the leftist Soviet policies in guerrilla zones, disregarding the inhabitants' demand.

They proclaimed the abolition of private property and brought all personal property under communal ownership. After this sweeping introduction of communal ownership, the Soviet power in the guerrilla zone subjected all its inhabitants to the new order of "communal life". Moreover, they purged the anti-Japanese landowners, even confiscating their property. Their wrong deeds threw the guerrilla zone into an uncontrollable confusion.

At that time Kim Il Sung had made energetic efforts to straighten out the confused situation and establish a new type of people's power.

Standing against the establishment of a Soviet-type power improper to Korea's specific conditions, he clarified that a people's revolutionary government of Korean type should be established in the guerrilla zone. After all, a people's power of Juche type run by broad masses appeared in every districts of the guerrilla zone, enforcing democratic reforms.

This people's government of new type became a prototype of the DPRK, the people's power established in Korea after its liberation from Japan's colonial rule.
