In this regard, Prof. and Dr. Jon Ha Chol, director of the DPRK Academy of Social Sciences, said that the October 4 Declaration is a great reunification program and a patriotic banner common to the Korean nation as it opened a broad avenue for accelerating the national reunification while deepening the reconciliation, unity and cooperation among all the fellow countrymen under the banner of the June 15 Joint Declaration.

He further said:

The joint declarations are a precious legacy for the Korean nation left by leader Kim Jong Il to implement President Kim Il Sung's last instruction for national reunification.

To whether respect and implement the north-south joint declarations or not is a touchstone distinguishing reunification from division and patriotism from treachery.

The history and reality clearly show that the United States does never allow the improved relations between the north and the south of Korea and its reunification as the very one responsible for its division.

The U.S. has persistently instigated the south Korean regime to bedevil the north-south relations while escalating the tensions on the Korean Peninsula.

It is crying for "complete preparedness" against any possible "provocation" after a joint press release was issued as a result of the recent north-south high-level urgent contact.

The facts go to prove that the U.S. is seeking to victimize the Korean Peninsula and all Koreans for its strategy of world domination.

Hence, the north and the south of Korea should take concerted action against the outsiders' interference and aggression moves so as to ensure the improvement of their relations.

If the south Korean authorities truly want the improved relations between the north and the south, they should not seek the confrontation in social systems but work for great national unity in the idea of By Our Nation Itself.

And they should respect and thoroughly implement the Three Principles of National Reunification and the north-south joint declarations in keeping with the desire and demand of all their fellow countrymen.

All Koreans will surely realize the historic cause of national reunification under the uplifted banner of independence, defending peace and security of the nation from the U.S. obstruction moves.
