Recalling that President Kim Il Sung advanced the historic proposal for founding the DFRK at the Sixth Congress of the Workers' Party of Korea on October 10, 1980, the statement went on:

The proposal is aiming at reunifying Korea by federal formula.

It is the fair and democratic programme as it calls on both sides to respect each other and decisively opposes absorption of one side by the other side.

This is the most realistic proposal for independent and peaceful reunification of Korea.

It rejects any outside forces' interference in the issue of Korea's reunification and demands the withdrawal of all foreign troops from the Korean Peninsula.

The U.S. forces present in south Korea for seven decades should be withdrawn from the peninsula.

This is the basic condition for Korea's reunification.
