Present there on invitation were a Russian government delegation led by Alexandr Galushka, minister of Development of Far East, a delegation of the United Russia Party headed by Andrei Klimov, member of the Standing Committee of the General Council of the party and vice-chairman of the International Affairs Committee of the Federation Council, Alexandr Matsegora, Russian ambassador to the DPRK, and staff members of his embassy.

Present there were Ri Ryong Nam, minister of External Economic Relations, Pak Myong Guk, vice-minister of Foreign Affairs, Kim Jin Bom, vice-chairman of the Korean Committee for Cultural Relations with Foreign Countries who doubles as chairman of the DPRK-Russia Friendship Association, and officials concerned.
