The statement said that the regime put a block on further development, asserting that it disallowed the working-level contact between the North Side and South Side committees for implementing the June 15 joint declarations with the south-north relations into consideration and it can not allow the exchange of All-Korean Committee for Implementation of June 15 Joint Declaration for its political nature.

The regime completely held in check the civilian exchange and cooperation under the pretext of "May 24 step" and, therefore, the inter-Korean relations have been bedeviled, the statement noted.

It urged the regime to stop the unreasonable regulation on civilian exchange but comprehensively ensure it in accordance with the agreement of the south-north high-level urgent contact.
