The SL was faked up on Dec. 1, 1948 by imitating the "Maintenance of the Public Order Act" of the Japanese imperialists under the pretext of preventing the "infiltration of communist forces".

It has served as a fascist law, being abused as a lever for preserving security of the "government" and maintaining dictatorial rule, the article says, and goes on:

Successive ruling quarters of south Korea did not bother perpetrating such evil doings against humanity as indiscriminate terrorism, murder and torture on the political dissidents opposed to the treacherous rule and innocent people by invoking the SL.

The bitter 67 year long history of the SL is the one of crimes against the nation and reunification in which democracy was strangled by dictatorship, treachery punished patriotism and injustice trampled down justice and conscience.

It is lamentable that the SL, which has stained with blood the history of the south Korean people's struggle for independence, democracy and reunification for decades, is still suppressing the truth, justice, progress and democracy.

The withdrawal of the SL is the task of the times that brooks no further delay.

It is impossible to put an end to the dictatorial rule in south Korea nor can its people realize their hope for independence, democracy and reunification as long as the SL remains in force.

The SL should be abrogated at once as it is standing in the way of independent and democratic development of society and reconciliation and unity of the nation.
