The editorial said the south Korean Federation of Peasants Associations made a report to the police that it would stage the second all-out people's action in Seoul on December 5 but the police authorities declined this.

The police authorities took the measure, claiming the peasants took part in "violent demonstration" at the time of the all-people action on Nov. 14.

The police authorities try to ban the rally under the unreasonable pretext that it "threatens public order through massive violence, blackmail, arson, etc.", the editorial said, adding:

It is necessary to abolish the articles of the "law on assembly and demonstration" being used as the system of inspecting assembly in advance.
