At the talks, the north side set forth constructive proposals to settle as soon as possible such most urgent and realizable issues as the resumption of the tour of Mt. Kumgang, reunion of separated families and relatives and reactivation of non-governmental exchange in different fields as required by the aspiration and desire of the whole Korean nation aspiring after reconciliation and unity, and made every possible sincere effort for it.

But the south side rejected the discussion of core issues like the resumption of the tour of Mt. Kumgang, resorting to unreasonable assertion which led the talks to nowhere.
