Present at the ceremony were Ho Jong Man, chairman of the Central Standing Committee of the General Association of Korean Residents in Japan (Chongryon), Nam Sung U, vice-chairman of the Central Standing Committee of Chongryon, officials of the Central Standing Committee of the Korean Youth League in Japan, the Central Standing Committee of the Korean Democratic Women's Union in Japan and other Chongryon organizations and officials of Chongryon headquarters, branches, bodies and enterprises across Japan.

They laid a floral basket and bouquets before the portrait of Kim Jong Il before paying homage to him.
