The editorial recalled that on Dec. 21 the director of the Police Agency blared that it would punish the sponsor of the third all-out people's action held in 13 areas of south Korea.

This is an act of violating the freedom of assembly, the editorial noted.

It said that the police regarded the rally as the target of control and punishment for no justifiable reason.
