Developing the friendly and cooperative relations on the principle of respect for sovereignty provides a sure guarantee for meeting the intrinsic requirements of each country and nation.

There are big and small countries and developed and less developed countries in the world. But there can be no superior and inferior countries and those dictating others and those obliged to get instructions.

All countries of the world wish to develop, exercising their sovereignty with independence. Therefore, the relations among countries should be established and developed on the basis of respect for sovereignty. Only then is it possible to have genuine friendship and cooperation. Respect for sovereignty constitutes a fundamental stand which each country and nation should maintain in all activities and serves as a basis for promoting international friendship and cooperation.

It is the consistent stand of the DPRK to develop the relations of friendship and cooperation with all countries that respect the sovereignty of the DPRK and are friendly toward it.

The DPRK is willing to improve the relations and normalize them with the countries which respect its sovereignty and are friendly toward it though they had inglorious ties with it in the past.

The DPRK will as ever boost the friendly and cooperative relations with other countries on the principle of respect for sovereignty and thus make positive contributions to frustrating the imperialists' moves for aggression and war, domination and interference and preserving peace.
