Ibrahim Mantu, member of the Credit Committee of the People's Democratic Party of Nigeria and chairman of the Nigeria-Korea Friendship Association, was elected chairman of the preparatory committee.

The preparatory committee decided to widely introduce the revolutionary career and feats of Kim Jong Il and wise leadership of Marshal Kim Jong Un over building of a thriving nation and hold a meeting, film show and other political and cultural events on the occasion of the Day of the Shining Star.
