Tani Baler Lopera, international secretary of the Communist Party of Peru (Red Motherland), was elected chairman of the preparatory committee.

The committee decided to hold colorful political and cultural events such as a meeting, seminar and photo and book exhibition to praise the revolutionary career and immortal exploits of Kim Jong Il on the occasion of the Day of the Shining Star.
