In his work published on September 19, Juche 51 (1962) he clarified that the idea of President Kim Il Sung is the most scientific and revolutionary idea and the organizational will of the Workers' Party of Korea and the people and the unity and cohesion of the party could be genuine and unbreakable when it is achieved on the basis of the revolutionary idea of the President.

In the talk with officials in Mupho, Samjiyon County of Ryanggang Province on September 4, 1971, he formulated and proclaimed the President's revolutionary idea, Juche idea as Kimilsungism before the world and expressed his firm will to hold high the banner of Kimilsungism.

In several works Kim Jong Il clarified the issue arising in carrying out the strategic policy of the party to model the whole party and society on Kimilsungism, the issues of doing away with the method of taking administration upon oneself and administrative way in the party work and doing well the work with people, the essence of the party work, and other issues.

He provided important guidelines to be held fast to in the party building and activities including the issues of cementing the politico-ideological base and class base of the party and the revolution, bolstering the national defence capability in every way under the Songun leadership of the party, intensifying the party's guidance to the building of a socialist economic power and increasing the roles of the party organizations and the party officials.
