The letter said that Kim Jong Il, who was born as the son of guerrillas on the sacred Mt. Paektu associated with the soul of the nation and the spirit of Songun revolution, led the Workers' Party of Korea (WPK), the revolution, the country and its people to victory for decades of his noble life, performing feats to be recorded forever in history.

We would always glorify the immortal revolutionary exploits he performed before the times and history, holding him in high esteem for all ages no matter how often generation is replaced and how much the situation may change, it noted, adding:

We clearly understood that Kim Jong Un is the might of the DPRK startling the world and strong muscle of the homeland making proud leap forward while reducing the pressure and "sanctions" by the big powers to a dead-wood at a moment.

With the pride and self-respect of being members of the overseas Koreans of Kim Il Sung's nation and Kim Jong Il's Korea, we would dynamically advance along the road of loyalty to Kim Jong Un and patriotism the same way as we did for Kim Jong Il and share the idea and intention with Kim Jong Un and keep pace with him, adjoining our burning hearts to the garden of his office in the building of the WPK Central Committee.
