Vital Balla, chairman of the Congolese Association for Friendship among Peoples, was elected chairman of the preparatory committee.

The committee decided to give wide publicity to Kim Il Sung's revolutionary life and exploits and the achievements made by the service personnel and people of the DPRK in defending the country and building a thriving socialist nation under the leadership of the Workers' Party of Korea and organize colorful political and cultural events such as celebration, lecture and film show to mark the Day of the Sun.
