The commentary said:

The U.S., which has always turned down the DPRK's peace proposals, instigated the UN Security Council to adopt the most outrageous "resolution on sanctions" in a bid to stifle the DPRK.

Israel and other countries are steadily pushing ahead with their nuclear weaponization programs but sanctions have been imposed upon the DPRK only.

And a lot of countries launch satellites but only the DPRK's satellite launch is being faulted.

Through these facts we can understand that the U.S. is going to prevent the countries courting its displeasure from developing the means for self-defence.
