In September,1993 the SPB arrested Kim Sam Sok, policy member of the Alliance for Movement for Peace against Nukes, and his younger sister Kim Un Ju on the suspicion of "spy" for the purpose of stamping out the forces for reunification and democracy in south Korea and creating the anti-reunification atmosphere.

The fascist authorities sentenced them to prison terms, claming that they visited Japan to have contact with "pro-north organizations" to receive "funds for activities" and hand over secret military information.

However, Paek Hung Yong, who was directly involved in fabricating the case, made public a declaration of conscience to bring the truth behind the case into bolder relief.

That day the court authorities in a trial officially admitted the illegality of the case.
