President Kim Il Sung convened a plenary meeting of the Central Committee of the Workers' Party of Korea (WPK) in October Juche 46 (1957) to take decisive measures for effecting a surge in construction, after acquainting himself in detail about the situation in which the WPK's policy of prefabricated construction was hindered by factionalists and conservatives.

And he chaired several rounds of conferences for the construction of Pyongyang in January 1958. He even had face-to-face talks with designers and builders to pick up their opinions and indicate the ways to speed up the construction.

Under his guidance, they worked such a miracle as building 20,000 flats out of materials, funds and manpower equivalent to 7,000 flats, raising the construction speed 7.3 times.

Thanks to the overall introduction of prefabrication, new records and norms were set in the field of construction. Thereby, it took only 14 minutes to fabricate a flat, which has been called the Pyongyang speed.

After a few years since then, a number of monumental edifices like the Pyongyang Grand Theater, Okryu Restaurant, Okryu Bridge and Pothonggang and Taesongsan pleasure parks took their shapes in Pyongyang.

Now servicepersons and people of the DPRK are full of determination to make lead forwards one after another in building a prosperous nation under the wise leadership of Kim Jong Un.
